To the point where the police themselves are not able to keep up with it. Danger and violence threatened to bring down the city into despair. However, someone came to the mayor of Atlantis and presented the idea of heroes and Hero Live TV. Desperate the mayor agreed to the idea and set up a heroes project. The idea of heroes was introduced to the city. NEXTs from the local areas and all over the world signed up to compete for the seven heroes spots. It took about a year for all of the NEXTs to be processed and narrowed down to seven NEXTs which was given to each major company to enter into a contract with them. After the heroes were officially declared and put into action. Crime rates still continued to be high. Some citizens got tired of the crimes and discriminated against NEXTs.
